- No Nonsense, Common Sense. Common sense is not so common, especially when it comes to politicians. It is often hard to do the right thing in politics, and it is even harder when your job depends on doing the opposite. That is one reason why our Founding Fathers objected to the idea of professional politicians who campaign for a career. We don't need another career politician or lobbyist in Columbus running Ohio, and I am proud to be a part-time public servant. I promise to bring my expertise as a teacher and tax professor to the table. I am your neighbor who always stands with YOU!
- CUT Taxes. To quote our first President George Washington, "Deeds, not words." Actions speak louder than words, and my record proves that I will fight for fiscal responsibility. As your Library Trustee, I balanced the budget every year without raising taxes.
When I first ran for Council, I promised to only support a balanced budget and vote against deficit spending. In 2015, I kept my promise and voted against a deficit budget of more than half a million dollars. The next year, when I was elected Vice President of Council & Chair of Finance, I balanced the budget for the first time in years. In my three terms on Council, I balanced the budget, CUT taxes and reduced our City debt by half.
"[T]he City of Willoughby Hills is grateful to the Honorable Janet R. Majka and John Plecnik for their service on the Utilities Committee of Council and their hard work in cutting our taxes by passing the biggest sewer fee cut in our City's history". See Ordinance 2018-33. - CREATE Jobs & Economic Development. To quote The News-Herald, I led the way in "Building a brighter future" for Willoughby Hills and all of Lake County. When I first ran for Council, I promised to address the vacancies in the old Sam's Club building and the Shoppes of Willoughby Hills aka Loehmann's Plaza.
In 2018, I personally negotiated and drafted the tax abatement that brought Produce Packaging and 300+ new jobs to fill the 155,000 square foot Sam's Club building. Councilwoman Laura Pizmoht, my former student Peter Zahirsky, who serves as Director of Coastal Development for the Lake County Port & Economic Development Authority, and I met with JobsOhio. Working together, we successfully advocated for them to support Produce Packaging's move to Willoughby Hills.
To quote President John Hamercheck of the Lake County Board of Commissioners, "Lake County owes Councilman John Plecnik a great debt of gratitude for personally negotiating and drafting the tax incentive agreement that brought Produce Packaging and over 300 good-paying jobs to Willoughby Hills. Expert leadership is hard to find, and as an internationally recognized professor of tax law, John has been a powerful force for economic development in our County." See "Beloved Cleveland State law professor to run for Central Committee," East Side Daily News, Vol. 40, No. 47.
In addition to Produce Packaging, Council unanimously voted to adopt my motions to bring Hospice of the Western Reserve and its $4.2 million payroll to Willoughby Hills and establish a new Police Substation on the west end of our City. In fact, Council President Nancy Fellows and I negotiated a 10-year rent-free lease with the new owner of the Shoppes of Willoughby Hills to house the Police Substation. With Aldi taking over the old Sears building, there is a strong and positive momentum in Willoughby Hills. Even so, I won't be satisfied until all of Northeast Ohio experiences this economic renaissance. My sleeves are always rolled up and I never stop WORKING FOR YOU!
Thank you for taking the time to stay informed and learn more about my Common Sense vision for our home. With your support, I promise to continue to get the job done for Northeast Ohio!
